FIFA Files Criminal Complaint Over World Cup Bids

FIFA has lodged a criminal complaint with the Swiss attorney general over “possible misconduct” by individuals in connection with the awarding of the 2018 and 2022 World Cups.

The move follows a recommendation by Fifa’s ethics judge Hans-Joachim Eckert as part of his findings into the Michael Garcia investigation into World Cup bidding.

Sepp Blatter has insisted, however, that the lodging of the criminal complaint does not affect Eckert’s statement last week that the investigation into the bidding process for the two World Cups is concluded.

The Football Association chairman, Greg Dyke, called on Monday for “urgent action” by Fifa members to ensure the ethics investigator Garcia’s report into World Cup bidding was published in full.

A FIFA statement said: “The subject of the criminal complaint is the possible misconduct of individual persons in connection with the awarding of the hosting rights of the 2018 and 2022 World Cups investigated by Michael Garcia, chairman of the investigatory chamber of the Fifa ethics committee.

“In particular there seem to be grounds for suspicion that, in isolated cases, international transfers of assets with connections to Switzerland took place, which merit examination by the criminal prosecution authorities.”

UEFA's 54-member nation body could quit FIFA if Michael Garcia's report into World Cup bidding is not published.

Dr Reinhard Rauball, president of the German Football Leauge, laid bare the tensions within FIFA over the split between the ethics committee judge, Hans-Joachim Eckert, and Garcia, the US attorney who heads the investigatory arm and spent 18 months probing the race for the 2018 and 2022 World Cups. Garcia has disowned Eckert’s summary of his 430-page report, which effectively cleared Russia and Qatar.

“The result was a breakdown in communication, and it has shaken the foundations of Fifa in a way I’ve never experienced before,” said Rauball.

North Korea's 'State-Sponsored Slaves' Helping Build Qatar Stadiums

Thousands of migrant laborers from North Korea are toiling for years on construction sites in Qatar, including sites for the World Cup in 2022.

The practice may amount to “state-sponsored slavery.”

Laborers from North Korea said they receive almost no salaries in person while in the Gulf emirate during the three years they typically spend there.

One North Korean worker at a construction site in central Doha told the Guardian: “We are here to earn foreign currency for our nation.”

FIFA Confirms 2022 World Cup Likely To Be Held In Winter

FIFA has confirmed that they'll likely hold the 2022 World Cup in Qatar in the winter.

FIFA has been asked to consider May 2022 by the clubs, despite concerns over the heat during that month since it would severely disrupt their normal season.

FIFA secretary general, Jérôme Valcke, said on Monday: “We are getting closer to narrowing the dates for the World Cup to two options – January-February 2022 or November-December 2022 – but Fifa has also been asked to consider May 2022.

“We will summarise what we’ve heard today and provide feedback to all parties in order for them to prepare for the next meeting as we progress towards a final decision.”
